Banner Placement

For the life of me I cannot figure out HOW to put the banners that are on my main page on EVERY page - I created 2 new banners and two new categories header 1 and header 2 - they are showing now on http://siteground239.com/~petfence/new/

I'm assuming this is in code on template pages somewhere, can anyone tell me which files and step by step? Do the two of the banners have to be in the same GROUP?

Sorry, I was messing with it - I would like the dogs / black part (it's one file) AND the "free Shipping" next to it - basically the whole top strip... onto every page - THANK YOU SO MUCH!
