help setting up table rate shipping...

I have setup a table rate for my shipping module, and I have it setup to charge by weight. For the configuration of the charges I have the numbers setup as follows:

1:4.80,2:4.80,3:9.85,4:9.85,5:9.85,6:9.85,7:13.50

So 1 - 2 lb should charge 4.80,... 3 - 6 lb should charge 9.80 etc...

However, I just did a test on the cart and selected only 1 item with a weight of 1 lb and for some reason it is automatically multiplying the weight by 4 lbs and charging me 9.80... If anyone knows a solution for this problem, or knows that I am doing wrong please let me know.. Any help is greatly appreciated! Thanks.

I'm guessing that you haven't modified the setting at Admin > Configuration > Shipping/Packaging > Package Tare Small to Medium - added percentage:weight, so the cart is adding 3lbs of packaging to all orders
