Flat rate shipping and "Best Way"

I'm flummoxed now, and I've probably forgotten to make a change in one of the 73 screens in the Admin... (ZC 1.3.8)

My client charges a flat rate, USPS Priority Mail, $5.00 for all his products, whether he sells one product or three. When I go in to make a test purchase, I'm getting "Flat Rate: [radio button] Best Way, $0.00"

I've used the DTK to find where to change all the "Best Way" text to USPS Priority Mail, and I've changed the text in my text editor. It's still not changing, and the amount is still $0.00.

How do I fix this?

I'm so close to being done with this shopping cart, I can almost taste it.

are you sure u change the text in includes/languages/english/modules/shipping/flate.php

and to change the prince for flat rate that should be in admin>shipping>flat rate the should be a place for the minimum order total for the flat rate and the amount.

Yep, changed in the path you gave me.

There is no Admin>Shipping. There is Admin>Configuration>Shipping/Packaging, and there is Admin>Modules>Shipping. I have the price as $5 in Admin>Modules>Shipping, but it's not showing up. And it's still displaying as "Best Way."

I've got the "Best Way" changed, but the price is still $0.00. I have worked on this a few hours and I still can't figure out how to change the shipping price.

I uninstalled the flat rate and reinstalled it. Voila. It works. Thank you, me. ;-)
