shipping charges - UPS

How does Zen Cart update UPS shipping charges? My charges are below my cost.

UPS is quoted from the UPS server with live rate quotes ...

Have you an example of what is "below cost" on the quotes, such as the Ship From and Ship To addresses and the weight you are trying to ship?
