New Categories Button Missing

Hello all.

I could be posting this in the wrong forum and if I am I do apologize, but I am missing the new categories button within the admin panel and I can not create any categories.

I have the Zen Cart v1.3.8a/v1.3.8 and I have searched the forum as well as the FAQ for this.

The rest of the site is fine, its just missing that one little thing.

Just in case this is the issue.....

IF there are products in the list in your Admin >> Catalog >> Categories/Products then a "New Category" button is not available as you cannot have products and categories in the same level/category.
