Creating a zone for Western Europe, Mexico, South America and Japan

I have need for a zone that covers Western Europ, Mexico, South America and Japan.

Can someone please point me in the right direction to make such a zone and what I need to do so?
I guess I'm going to need the country codes to start, where do I get those?
How to upload this list into the cart?
