No Shipping Tax on Non-Taxable Products

On our website, we have shipping set up with the UPS shipping module. We have the module set to tax the shipping fee.

Our problem is that in Pennsylvania, on non-taxable items, tax is not collected on shipping.

Is there any way to not tax shipping on non-taxable items?

any luck solving this issue? I'm bumping into the same problem and this is the only place on the web I could find someone mentioning anything about it. Glad to see I'm not totally alone.
