Problem with out of state orders

Installed Zen Cart and we haven't had any orders from outside of Missouri where the shop is located. Only an irate bunch of customers. All of the 50 states are in the countries part along with all the default countries.
I did a search and set the the state to blank in the configuration menu.

When we tested it we are both in Missouri...didn't know that the default settings would not include the other states.

Do I need to add the other 49 states somewhere? I've been searching for over an hour. Any information would be greatly appreciated.

I believe the states are automatically connected to the country "United States" and that all you need to do is allow United States to be a valid zone. Then, you set up specific states (MO, for example) as the tax zone. It would seem very odd if erroneously, the 50 states were in the wrong table.

There are probably many posts here discussing "setting up zones."

I'll look at it again. Believe me I searched. OSCommerce was just as bad...unless you word it exactly...the search results are all over the place. It's just frustrating.

Did you fix this? I can get to the checkout confirmation but do not care to pay with PayPal or Credit Card to do this ...

Have you tested all of your Payment methods to see if you can complete an order?
