Paypal WPP Error 30

Hello,
have just received a message saying we have had a "Paypal Express Error 30"
What does this mean?
Can't search the forum as it isn't working properly so if I am repeating a post just re-direct me!

PayPal usually gives 5-digit error numbers.

You'll have to be way more specific.

This is the exact message that got sent, the customer got charged twice and the order hasn't been processed to the checkout.

I have attempted that and am now getting an eroor when trying to log on - this is happening with multiple accounts although I am only showing the response to one attempt.

That query doesn't exist in a standard install of Zen Cart v1.3.x. It must be coming from an addon you've installed or a customization you've made.
