Container Deposit on Canada

Hi.

We sell our product bottled in aluminium cans.
We need to create a Container Deposit tax for zencart, this tax applyes to some products on one province and to all products in other provinces.
This deposit should be $ 0.05 for can (we sell 6,12 and 24 packs) on one province and in other provinces its 10 cents.
