I want to be able to create a user account that only has access to editing the descriptions of the products.
Is that possible?

The add on suggested by stevesh is the way to go. I use it on the Holzheimer site in my sig. I maintain the site. The site owner has limited access so she can fill orders and print packing lists.
I don't believe it limits the access to simply editing product description.
Just remember to give someone (most likely yourself) access to everything.

What i want is for the user to not have access to the credit card and customer information.

Admin Profiles will do that for you. As I said before, just remember to someone (most likely yourself) access to all functions.
