You need to check which shipping modules you have enabled.
admin - modules - shipping
Once you have this information and it still doesn't make sense why you are getting this warning then you might post again. Information that is going to help people answer is
which shipping modules you have enabled
which version of zen cart
which mods
where the client is located when they make the order
a URL to see the site

How do you think the mechanic will respond to such a plea?
