How do I include checkbox for T&Cs with just paypal express checkout

I have implemented ZenCart 1.3.8 for somebody and they did not want the full checkout process - just a quick checkout via Paypal option, which I have done at:

They now want to get the customer to accept T&Cs before checking out. I have set admin >configuration > regulations > confirm T&Cs during checkout to TRUE but this does not display the confirm box on the shopping cart screen before the customer clicks the Paypal button and is taken to Paypal to complete their order.

Can anyone help/advise?

If they're clicking the PayPal button on the shopping cart page, then they will come BACK to your store to complete payment. Thus, if you go into your PayPal Express Checkout module's settings and set the "Skip Payment Page" option to false, they should see the T&C checkbox before they can complete checkout.
