HTMLarea toolbar not showing on new host

Hi Everyone,

I'm re-creating my site on a new host server and found that the WYSIWYG toolbar does not show up when I use the HTMLarea under the define page editor.

Anyone have any ideas. I've searched the internet and the forum and still can figure this out.
