Shipping Estimator does not work for me when not logged in

I have seen numerous posts and much communication on this but no definte answers. When logged in the estimator works great. However when not logged in the estimator does not return anything even when the country, city, and zip are provided. Is there a way to get this to work when not logged in? ZC v 1.3.8a UPS module and walkin activated (walk in is displayed when not logged in)

Nevermind...figured it out. For those that have the same issue make sure you have the zone in the UPS module set to NONE Setting the zone to your state only enables UPS for you state.
