Need help: Fatal Error: Call to a member function get_template_part() on a non-object

Hey everyone,
I upgraded to 1.3.8, installed all the security patches to their appropriate directories, renamed my admin directory and now I am getting the following message when I try to access my shopping cart:

Fatal error: Call to a member function get_template_part() on a non-object in /home/tildio/public_html/zencart/index.php on line 29

It seems to refer to the include/application_top.php file.

Can anyone lend some advice? Send a clean copy of application_top or otherwise offer a solution so that I can get zc back up and running?
