Changing checkout field(s) names and specifying which fiends are and are not compulsa

Hi, firstly I would like to know how to change which fields in the checkout are required and which are not. I would also like to know how to change the field names. For example 'State/provence' I would like to be able to change this to 'County' as our site is UK.
