How to charge paypal customers more postage?

I have a problem with paypal.

Unless the item is tracked then sellers will almost always lose any claims made against them via paypal for non receipt of goods....even if down to the mail service.

I don't want to track all parcels as it's not worth it.....I can't pass on the extra postage to customers....at least I do not want to.

Therefore I would rather discourage customers from paying via paypal by charging them extra postage...this way I am covered.

But I want to leave the postage the same for any customers paying via credit cards.

Is this possible. I charge flat rate postage £3.99 for uk , £6 for europe and £12 for the US. I am UK based.
Thanks

I believe that would be a violation of PayPal's terms of service. You'd have to check on their website, but I'm pretty sure charging someone using PayPal anything extra because of the payment method can get you TOS'ed by PayPal.
