Per item two zones?

Hi - I am very much a newbie doing my first Zen Cart installation.

My client has two shipping rates on a per-item basis - one domestic and one international. I figured out this means I need to use zones. However, under the zones panel, I am not seeing the means to set differing per item rates. I see that I can select to calculate based on items, but it looks like I have to create a table for a rate for each number of items possible. (i.e. one rate for 5 or less items, another for 5 - 8 items, etc). I just need to set $1 per item (plus handling) for US orders and $2 per item (plus handling) for non-US. Do I really need to create at table that says 1 item is $1, 2 items are $2 ...100 items are $100?

What would work better is to clone the Item Rate item shipping module and then build two Zones, one for:
United States All Zones

and one for the Rest of the World excluding the United States ...

Building the Rest of the World can be time consuming but this will build it quickly for you:

INSERT INTO geo_zones (geo_zone_id, geo_zone_name, geo_zone_description, last_modified, date_added)
VALUES (20, 'Not US', 'All Countries Except the US', NULL, CURDATE());

INSERT INTO zones_to_geo_zones (zone_country_id, zone_id, geo_zone_id, date_added)
SELECT countries_id , 0, 20, CURDATE()
FROM countries
WHERE countries_iso_code_3 != 'USA';

Back up your database and then that SQL code can be run in your Tools ... Install SQL Patches ... in your Zen Cart Admin to make a new Zone called All Countries Except the US that includes everything except the United States ...
