Still a blank page (privacy notice)

Hi,

a new client of mine his site was recently hacked, he had not applied the latest security patches.
after this he came to me.

I made a fresh install with all security patches and did all the bug fixes, import his old data base, cleanup the db because of unwanted records, change passwords etc.

Well everything is working again now, except the Privacy Notice page, here i only get a blank page?

And YES, i know where to look, i've used the debug utility with no luck, no errors, I even made that local dir with that little configure file in it to show the errors on screen, also no error reports???

I checked every file which had privacy notice in it for typos, could not find anything.

So any suggestion are welcome!
the breadcrumb is showing ok, i can edit the file in admin and here it shows the correct path also.

I can need some help here...

maybe also important, the site suport two languages and it happens on both sides.
