I have my website and I have a new domain that I want to set up but I want to copy the full website so it's the same on both domains but they still run separately, is this possible?

Yes... this is quite easy to do. The procedure is the same as what you need to do if you are moving to another host, or a different server.
Basically, it involves making a COPY of the database and a COPY of the program files.
Then loading these onto the new server / domain and setting the configure.php files to the appropriate file paths and database names.
I always run fix_cache_key as well once the move is done.
There are plenty of posts about this, and some tutorials in the FAQ section.
