Table Rate above certain QTY

I have a client that I am setting up ZEN-Cart for. He sells Tubers (The seeds used to plant certain flowers). He sells them on a per tuber basis and wants to charge shipping as follows:

IF QTY OF TUBERS IS 1-10 SHIPPING IS $7.00
IF QTY OF TUBERS IS 11-15 SHIPPING IS $9.00
IF QTY OF TUBERS IS 16-20 SHIPPING IS $11.00
IF QTY OF TUBERS IS OVER 20 THEN SHIPPING IS $11.00 PLUS $0.25 PER TUBER OVER 20

I am using the TABLE RATE Shipping Module and I can do the part up to 20....but how do you set up the table for .25 per item above 20?
