Help - Admin page is showing System Setup Required
I've looked and looked but I can't figure out what's wrong. My store is working perfectly, but when I go to login to admin, I get the System SEtup Required page instead. My admin folder was changed to protect the files, and that is correct in the configure.php file as well.
I've checked both of my configure.php files, and they're both correct. What could be causing this.
I'm so confused.

I moved to a vps server, and reinstalled from scratch, then uploaded my own settings (templates, css,etc).
Can you help?
