Is there an Under Construction/Repair flag?

I am designing a site for a friend, and he raised a question. If they realize that there is an error on the site, is there a way they can stop all traffic to the store? (for example, a flag that will give everyone a "this site is currently down for code fixes, please check back later"?

Great! Thanks, I can't believe I didn't catch that when I was looking at it the other night.
