Subcategories not working

My sub categories will not show the top level subs, it will just display them in the main categories panel on the side and it will display the products but you should be clicking on the subcategory and then it display the two subs and images that were assigned but instead it just displays the products.
I’m lost. Here is the link to what should be a main page with subs in it.

Check the settings in the Configuration ... Product Listing ...

Show SubCategories on Main Page while navigating
Show Sub-Categories on Main Page while navigating through Categories

0= off
1= on

Also check ... switch to the Classic Template ... does it work correctly now?

Next, go to the Tools ... Developers Tool Kit ... and in the bottom input box do a search on:
category_row.php

See if the code is commented out in your template ...
