Shipping costs on specific items domestic and international

bear with me, I'm still learning lol

I have a client who sells poker supplies and books. He wants to conduct the following deals:

1. Domestic shipping of $3.99 for purchases up to $24.99

2. International shipping of $8.99 for all purchases.

Now, I'm pretty sure that #2 is easily done and I just haven't seen it yet, but the first one kinda makes me wonder. Any input would be much appreciated. Thanks!

You could use the Zone Rate zones shipping ...

What happens on Domestic Shipping for $25.00 or more ...

When looking at Zone and Zone definitions I don't see any places to enter in actual numbers for pricing. am i missing something here?

Nevermind, I was looking in the wrong place. Now I'm getting a zone rate for shipping to the US charging me 23 bucks when I did the following:
