Paypal IPN payments work in Dutch not in English for me

I use Zencart 1.3.8.a. I have 2 languages Dutch (default) and English. When users pay with paypal while Dutch is selected the order gets created normally and everything goes ok. But when the users creates a paypalpayment while in the shope English language is selected the order is not created and the Paypal system can not (even after 16 retries) connect to my system and the order does not get created.

I already re-copied the original paypal files to my installation.
It seems that the Dutch set of files do someting right that the English set of files don't But what???

I know. It tempts me to copy the Dutch language files back to the English but that seems to be the weird thing to do. I hope that someone had a similar problem and tells me the clue.
