Percentage and Flat Rate

I am rather new to Zen Cart. This would be my second shopping cart. I am trying to add the following shipping rules. Does anyone know how to do this?

Flat rate of 8.00 for orders between 0.00 and 200
4% of the total order for orders above 200

Use the Table Rate table shipping module ...

Set it to be by Price ... then configure it for:

200:8.00,10000:4%
