Website Payments pro accept international payments?

Does website payments pro accept international payments? I am in Australia. There is mention on paypals site of US only but its not clear if they mean website payments pro is only for US payments.
I have installed website payments pro on a new site and tried to do a test order using my CC and got an error 'the merchants account is not able to process transactions' so started digging around for a solution to the error when I found mention of this US only thing.

At the present time, I believe Website Payments Pro is only available to merchants in USA, Canada, and UK.

If you've not signed up for Website Payments Pro service to have it activated in your PayPal account, then you won't be able to use the module. You'll also need to agree to PayPal's agreement for Pro, and agree to the monthly service charge associated with the service. You can apply for the service from within your PayPal account or by contacting your PayPal representative.
