Where should I place the setlocale command so it displays Turkish letters properly?

In Admin/Modules/Payment/Check-money order, to the field of "Make Payable To" I wrote my name. However, in the web page, in the check out process, Turkish characters in my name do not appear properly. In many places of the zencart I use
@setlocale(LC_TIME, 'tr_TR.ISO_8859-9');
for enabling the Turkish character coding. I have no problem in the other fields. The problem, as far as I know, is only at the "Make Payable to" field. Is it possible that, this command is overridden by anotherin the "Make Payable to" field? Where else should I place this command to make my characters be displayed properly?
Thanks.
