SubCats not showing

I have turned on the
Categories - Always Show on Main Page 1

The sub categories are not showing. I am using a template. I switch back to the default store template and it still is not showing the sub cats on the main/homepage.

I would love some help on this, any help is appreciated.

I am not a novice user, but sorry for such a novice question.

Yet another case of this template where the designer has permanently disabled the subcategory listing:

Search on the red text for info on restoring it.
