Charge Extra Shipping For Certain States

I am new to Zen and trying to get everything figured out. We sell bamboo and ship it to the lower 48. We use the UPS Shipping Module for our shipping. The problem is when we ship to Florida there is a $50.00 inspection fee. Is there a way to set up the UPS shipping module to charge an extra $50.00 if it ships to Florida? I have tried to set up the Zones and have Florida as its own Zone but the Zone Rates override the UPS Module... Or is there a way to get UPS and Zones cooperate with one another? Or is there another way to get done what needs to be done?

You could customize the shipping module with something like:

// add $50 charge to Florida countries_id 223 and zone_id 18
if ($order->delivery['country']['id'] == 223 && $order->delivery['zone_id'] == 18) {
  $inspection_fee = 50.00;
} else {
  $inspection_fee = 0.00;
}
        $methods[] = array('id' => $type,
                           'title' => $this->types[$type],
                           'cost' => (($cost + MODULE_SHIPPING_UPS_HANDLING) * $shipping_num_boxes) + $inspection_fee);
      }

Or, if you need the Inspection fee to stand out, then you might want to build your own Orders Total module for it ...
