How do I assign FREE or DISCOUNTED SHIPPING to specific items or based on total?

I sell photographic prints (relatively lightweight and i could offer shipping discounts), paintings and heavy metal artworks. I have the following questions:
(1) How can I offer specific FLAT shipping charges for my photographic prints? One problem I have is that when someone orders a 20"x30" print AND a 12x18" print (both offer a different individual FLAT shipping rate) I would like ZC to always chose the HIGHEST flat shipping charge and ignoring the other individual charges. Thus, if someone orders a 12"x18", two 8"x12" and one 20"x30" prints, then I want them to be charged only for the 20"x30" flat rate. How is this done?
(2) With photographic prints, I would also like to offer a FREE shipping discount which will override the above (1). For instance, if someone orders $250 or more of prints, they get free shipping on all prints. The ONE issue I have with this is that I also sell metal sculptures and paintings which have their own shipping charges and do not apply for this offer. In other words, i do not want this "FREE Shipping" offer to affect a $500 painting purchase by giving the customer free shipping. It should only apply to specific items/categories (i.e. photographs). Possible? or should I just warn potential customers in the description?
