Okay, well ... you have 2 options:
a) When your order-taker logs into the admin to get the other digits to match up with the email, the customers' comments are shown right there on that same screen. They can read them there.
b) Write yourself some custom code. Since the customer comments are handled in a completely different section of the code than the middle-digits emails, you'll have to copy the logic for the comments from the order.php class where the email is sent into the offline cc module where it sends its emails.
