How to block an individual customer?

Hey all,
this thread is similar to the issue we're having but not quite the same so i started a new thread:

We only except credit/debit card payements, but when this person finally checkouts he has such a huge fraud score that we delete the orders and refund. Yet this customer despite masses upon masses of emails he still inisists on buying from us.

Blocking an IP isn't an option due to the dynamic nature of alot of IPs. I could just delete the account but he'll probably just create it again.

anything you guys can think of?

using v1.3.8a

admin -> customer -> edit customer

first dropdown (Customers Authorization Status) select Banned - not allowed to login or shop

That blocks that email address.
Does nothing to stop him creating new accounts with different email addresses

Of course not. There is nothing you can do about this. If you have to persons address you can visit him and destroy his/her computer to prevent him/her from visiting your website.

Or ask a new customer if they have signed up woith another email address and that it is not allowed to lie when answering this question.

lol, yeah its true but we're just hoping the language barrier issue also will be sorted by blocking that account. If he creates a new account we'll just block that account and so on till the silly fraudster gets the message and tries a competitor lol.
