free ground shipping + other options?

hi i want to only FREE ground shipping on all items and still give my customers the options to select next day air, 2 day saver, 3 day select. but these other options they will have to pay the normal rate for.
how can i go about this?

also i want to charge a flat rate fee for items 2 lbs and less. how can i do this?

You would have to customize your shipping modules for managing all of this ...

For the Ground, Next Day and 2 Day etc. which shipping module are you using UPS, USPS, both or something else?

For the Flat Rate for orders of <= 2lbs, do the other rates still show?

You can customize the Flar Rate flat shipping module by controlling the $this->enabled and setting it to false when the weight is > 2 lbs on the order ...
