UPS vs. USPS vs. 1 items as free shipper

Hi,
What I would like to do is have certain items (of certain weights) only be shipped via UPS or only USPS. For instance, anything under 2lbs should go USPS and anything over 2lbs should go UPS. Is this possible?

Is it also possible to offer free shipping one just 1 item in the store?
