Google Checkout not working....help?

i tried to search for the problem, and read about 40 pages in the big google thread, but i found nothing, except a couple people asking a similar question that got lost in the thread.
If this is a duplicate thread thats been answered, sorry. Please just point me in the right direction.

I installed the cart as directed and followed all the instructions. Everything seems to work. its in the modules. it shows up on my site. i put it on. I have the google account, entered all the ID info etc.
when i make a test order, i can see googlecheckout on my sites checkout page, when i choose it, and click confirm to confirm the order, it doesnt do anything. Just sends me back to the beginning of the checkout process where it says, "Your order is not complete, please click on the checkout button to finish your order."
when you click the button it starts the checkout process again, and goes into a perpetual loop.

i am using 1.3.8a
the only addons i have is the security patch.
standard template, standard install.

update. i found that the permission of the response handler was not set right, so i set it to 777, and now there is not even the option for google checkout in the checkout page of my site? it just seemingly disappeared.
