Alternatively, you could check out the Advanced Shipper from ceon.net - unfortunately, as it's a commercially produced module, Ajeh can not tell you about it herself (and why I won't post the direct link ).

This will allow you to set up shipping for everything from a single item to a single zipcode to a flat rate for everything to the whole planet, and is MUCH easier than battling with the default modules.

(I have no direct connection or shares in this module, but it is one of the 2 best add-ons ever produced for ZenCart)
