Is the Zip file USPS_UPDATE_2010_0104.zip ( http://www.zen-cart.com/forum/showthread.php?t=144992 ) also for v1.3.8a ?

It says : "This Zip file is for v1.3.8 "
It doesn't mention v1.3.8a !

It means you should:

Click REMOVE in your admin.
Then replace the file on your server.
Then click INSTALL in your admin
Then reconfigure the settings and your account number, etc.
