No Australia Cities on Estimator

I am not getting cities for Australia on the Estimator. We are using Zen Cart 1.3.7
Patch: 1::
Database Patch Level: 1.3.7

I notice that it does work on a 1.3.8 store. Is this a version change, bug or????
