Warning: fopen permission denied

V 1.3.8a

After installation I received this:
Warning: fopen
(home/prints/public_html/wrmgraphicsstore.com?zencart/includes/configure.php)
[function.fopen]: failed to open stream: permission denied in temp/cpanel_phpengine.1263461598.20884kjPXSbDrrb on line 1484
How do I correct this?
