Install Hanging up on upgrade/server move etc? Check this

Having spent some considerable time tracking down a problem with an installation hanging up, the following may help others...

1. When you run the installation, a log file is added to the cache directory.

2. If you have commented out old defines in the configure files - at least in the database section - you may well have problems. For example, I had```
   //define('DB_SERVER', 'localhost');
   define('DB_SERVER', 'mysql.jswebconsole.co.uk');
   //define('DB_SERVER', '127.0.0.1:3306');

It seems that these commented out lines are ignored during the installation inspection process

Thanks Ryk, I've fixed it so that won't happen from v1.3.9 onwards.

Thank you - any chance of publishing the fix because I'm doing upgrades daily and would like to add it to my "master" copy. (Not that I'll be caught out again by this, but it may save me some time)
