USPS mod not displaying anything for international for certain weights (latest update

I have applied the latest update USPS_UPDATE_2010_0104_B.zip, but I'm having an issue.

The mod is not displaying anything for certain weights for international shipping. I'm not sure of the exact weights when this happens, but this is what I get with testing with items in my shop

Displays rates for up to Weight: 0.6222lbs
Nothing for Weight: 0.6674lbs - Weight: 0.9838lbs

Displays rates again for Weight: 1.029lbs - 1.6166lbs
Nothing for Weight: 1.6618lbs - 1.9782lbs

Displays rates again for Weight: 2.0234lbs - 2.611lbs
Nothing for Weight: 2.6562lbs - 2.9726lbs

and so on...
See the pattern?

Can anyone advise of possible cause and solution?

USPS has a new rule about the ounces must be only 5 digits ...

For some reason, on some quotes it is not accepting the 5 digits and is responding as if it is 4 digits only ...

If you could edit the file:
/includes/modules/shipping/usps.php

and change the line around 160 from:

    $shipping_ounces = zen_round($shipping_ounces, 3);

to read:

$shipping_ounces = zen_round($shipping_ounces, 2);

and let us know if this works for you ...

I pretty much assumed that change had been incorporated into the module itself but ran into this problem this week on a site with 1.3.9d. If I make this change to the file and use it in my default install package, I also assume that this will not cause problems on my sites. But assumptions , obviously, can be wrong.

Was this change left out of the newest version on purpose because of the ramifications of what happens in the future with USPS?

What are your settings in the Shipping/Packaging?

What is your weight on the Order that you had this problem with?

What are your Ship From and Ship To addresses?

What are the settings in USPS shipping module?

This was only happening on some sites based on the weights that they use on products and tare settings ... USPS 5 digits is actually sometimes 5 digits and sometimes 4 digits ...

If I can find enough patterns to this where USPS cannot count right I might be able to build in a code change for managing this, since USPS does not appear to manage it the same way as they say they do ... :unsure:

This particular customer is from Greece I don't know about from and to shipping addresses as there's been no order generated though the cart owner might know.

And was this an Upgrade or a Clean install?

And if an Upgrade, were the settings saved, then the USPS module REMOVED, INSTALLED and reconfigured? :unsure:

It is an upgraded site. 1.3.9d but with only changed files uploaded on the d version as I started upgrading sites at 1.3.9a! This one went from 1.3.8a to 1.3.9c, I think.

The usps module was originally upgraded when the new file came out in January.

I uploaded the file that comes with the 1.3.9 version and removed and reinstalled it. yesterday I had removed and installed it once before that thinking I must have failed to do it before so it's been removed and installed several times in this process.

I've emailed the cart owner asking for actual weights in that order.
