Money orders and International payment

Is there a way to make money orders the only payment option available for international buyers while still keeping other payment options available for non international customers?

Create a Zone Definition that includes all of the places that you do shipping and add that Zone to all of your Payment Modules that are not allowed to be used for International Buyers ...
