Can I use the Offline Credit Card Module for USA only?

Hi,

I just recently had a customer from France that wanted to pay with her Credit Card, but it was declined after I tried to run the card.
The company I use for my CC processing also told me that they don't process out of state Cards (only US issued).

Can I change the module, so only customers with a US Billing address are able to see the Credit Card box?
Please help me, I have the same issue with the Money order/Check Module- I want only US customer to be able to see this box as well.

Do you want any customers outside of USA ?

If you just want USA customers, then make the payment modules zone-specific...

Yes, I do want customers outside of the US, they can pay per paypal.com

I tried to change the Zone, but that's for each state individually and that's not gonna work.
