We do not currently ship to your region at this time

I have had customers try to order from my store and receive an error that says that we do not ship to their area. I am using USPS, UPS, and Table Rate shipping, and I am not sure what is causing this?

Can someone help with how to fix this issue. I do have all the standard zones in the "ADMIN/LOCATIONS & TAXES/ZONES, and in zone definitions I specified Los Angeles County so that I will be able to collect the proper tax rate.

I am lost... I am currently using Paypal Checkout and not accepting credit cards if that matters.

I read that thread already, but my problem doesn't have to do with free shipping items as I have none of those currently.

Any suggestions?

Also, I received an error that says we are not accepting payments in your region at this time, when I tried to create a test account with an out of state address?

If it says "not SHIPPING to your region", then all of your shipping modules have zone restrictions on them, preventing them from being available to the currently-selected address.

Same if it says "not accepting PAYMENTS": all available payment modules have zone restrictions set.

How can I check to see if there are restrictions?

You manually set zone restrictions in each module individually:

Admin->Modules->Shipping
Admin->Modules->Payment

If you don't have a very specific reason for limiting any module to a certain zone, you should leave it set to -None-

I just checked the payment modules and I had California as the payment zone. So I switched that to none, which I am guessing was that problem with the not accepting payments.

Shipping modules do not have any shipping zone restrictions. They are sent to "NONE" as well.

To charge tax on your products, you set each product to a tax class, and then configure tax rates to apply to each combination of zones and tax classes:
