Free Shipping, zones and the shipping estimator

Hi everyone,

I'm using version 1.38 fully patched, and I have just changed my shipping modules to the following.

Freeshipping options to allow free shipping in the UK for orders over £15
Zoned shipping to apply to orders under £15 in the UK and to provide shipping fees for international customers.

It all works fine, except the shipping estimator, which has an issue with Logged in customers.

When a customer logs in and uses the shipping estimator, the freeshipping option is ignored and the shipping estimator instead posts the Zones rate, regardless of the value of the purchase.

The shipping estimator the shipping class, calls its quote method and if the user is a guest then empty strings are passed in and it will find the cheapest available shipping method because no shipping method is defined.

However, if the user is logged in then it uses a session variable SID or Cart_SID which containes the value zones_zones and therefore the quote only checks the cost of zones shipping, not to the free shipping options module.

Presumably, this is intended behaviour, however the fact the the free shipping is only available under certain conditions mean that this is not desired behaviour.

Is there any way that I can over-ride this without putting in an ugly hack?
