How to add an image in the footer?

Hi,

How can i insert an image, in my case a paypal image in the footer just under Home :: Contact Us?

The paypal image paypal.jpg:

I don't know what to add in tpl_footer.php and where to upload paypal.jpg so it will show up in the footer.
