footer banner won't stay activated

I have a footer banner set up in banners manager as wide-banner which will not activate. I have tried changing banner styles etc it just won't stay on, hence no appearance of the copyright footer message.

I can't seem to figure this one out. Any help would be appreciated.

I'm in the final phases of this going live and have only a few iissues left to resolve. This is one of them

What info is there?
Maybe should be added to tpl_footer.php???

So where in the footer.php file would I put the below text, and once ihave put it in that file do I save it to my Tte overide folder or just leave it in includes/templates/template_default/common/tpl_footer.php

I am guessing at the order you might prefer but try inserting in the tpl_footer.php] here and see if you like it

I am not a table guy for design so you are on your own for that
Tables are for tabular data!! and were highly mis-used for design - -
Yeah, and became a de-facto standard to boot
